Sindh is a useful example because Karachi is very large, while interior Sindh has several regional centres. The models show different administrative scales; they do not change Sindhi identity.

Administrative models do not change identity: Baloch remain Baloch, Punjabi remain Punjabi, Sindhi remain Sindhi, Pashtun remain Pashtun, and everyone keeps its cultural and regional identity.
The starting point
In the current model, Sindh is one province with Karachi as capital and a combined population of about 55.70 million people across 30 census district entries.
The proposal models keep those census entries intact, then arrange them into regional administrative groupings for comparison.

Karachi is treated carefully
Karachi is not one census district in this snapshot. It appears as seven district entries: Karachi Central, Karachi East, Karachi South, Karachi West, Keamari, Korangi and Malir. Together they add to about 20.38 million people.
That is why Karachi may not appear as a single line in a “largest census districts” ranking, even though the city region is the largest urban concentration in the country.
