Follow a few districts

Quetta stays a capital in every model. Kech moves from Quetta-led western Balochistan in the 12-model to Turbat-led southwestern Balochistan in the 18, 24 and 36 models. Khuzdar becomes a suggested capital in the 24 and 36 models. Zhob becomes a suggested capital in the 18, 24 and 36 models.
