Balochistan is geographically vast, so the practical question is not only population size. Distance, terrain, coastal access and administrative capacity all matter.

Administrative models do not change identity: Baloch remain Baloch, Punjabi remain Punjabi, Sindhi remain Sindhi, Pashtun remain Pashtun, and everyone keeps its cultural and regional identity.
The starting point
In the current model, Balochistan is one province with Quetta as capital and about 14.89 million people across 34 census district entries.

Follow a few districts
Quetta stays a capital in every model. Kech moves from Quetta-led western Balochistan in the 12-model to Turbat-led southwestern Balochistan in the 18, 24 and 36 models. Khuzdar becomes a suggested capital in the 24 and 36 models. Zhob becomes a suggested capital in the 18, 24 and 36 models.
